Review of the Automobile Recycling Act and Future Directions

平成17(2005)年1月に施行されたわが国の自動車リサイクル法は,解体業者等の既存のインフラを利用しつつ,使用済自動車のASRやフロン類等の3品目の引取り,再資源化を自動車メーカーに義務づけ,その費用は自動車購入時にユーザーが負担する仕組みである。今般,同法が施行後5年を迎えるにあたり,中央環境審議会および産業構造審議会の合同会議にて,制度の評価・点検作業が行われた。本稿では,平成22(2010)年1月にとりまとめられた合同会議の報告書の概要を解説し,法のこれまでの成果と課題,今後の方向性について紹介する。

中性の錯形成試薬とカウンターイオンを用いるイオン対抽出法では,選択的分離を達成するために,選択能や分離能に優れた高機能錯形成剤を用いることが重要な要素の一つとなる。本研究では,金属イオン間分離のために,アミンとカルボニル化合物から合成されるシッフ塩基型配位子に着目し,詳細なイオン対抽出挙動解析により,配位子の化学構造が抽出選択性や抽出能に及ぼす効果について系統的に比較検討した。得られた結果から,配位子の化学構造を変化させることで,物質認識能を十分に制御可能であることが示唆された。さらにCu2+ およびNi2+ に対して非常に高い選択性を有する錯形成剤を開発することができた。また,多孔質ケイ酸塩の一つであるMCM–41 を利用した金…
