一般廃棄物最終処分コストを,全国123施設に対するアンケート調査に基づいて分析した。調査対象は立地,規模,水処理方法,被覆の有無などの条件に偏りのないよう抽出し,調査票は費目別の詳細を尋ねるものとした。イニシャルコスト,ランニングコストともに,埋立容量,水処理量,年間埋立量などに対してスケールメリットがあり,おおよそ規模の0.5~0.6乗に比例する。イニシャルコストの中では,用地取得費が大きな割合を占める場合がある。ランニングコストのうち,唯一モニタリング費は測定数が一定であり,規模に依存しない。各費用項目をすべてモデル化することで,費目間の相対的な比較が可能となった。最後に埋立コストをさまざまな条件の下で計算し,費目別の割合,お…
